A black, baby doll, tied to a cross and hanging from the eave of a Council Bluffs home has been removed, after KETV NewsWatch 7 made the landlord aware of the outdoor decoration. Neighbors near the home had complained, and even called police. But law enforcement said while some found the decoration offensive, there was no law broken, and no way to compel resident Ben Foote to remove it. Foote told KETV NewsWatch 7 I-Team investigator Carol Kloss the doll display was a gift from his grandfather, and it was made when Foote was 14-years old.
Foote declined to describe what the display meant. "You can make it whatever you want to make it, " said Foote. The Council Bluffs man also has a dog named "Hitler", and a tattoo on his arm with the words "White Pride, World Justice". "I mean, I don't know of any law saying what you can and can't have as a yard ornament," said Foote. "I don't know there's a law what you can and can't name your dog." While police, and the Pottawattamie County Attorney could take no action against Foote, landlord Mike Limmer went to the home and ordered Foote to take-down the doll. "I said this has got to go, and I took it down," said Limmer. "I says if he wants it back, he knows where I live, but it's not going back up in the yard again." Limmer said the decoration broke the terms of his arrangement with Foote.
